Looks like a arrowhead you would normally use for small game in the wild. The bulb is to make the tip more heavy so the arrow packs more energy and bends better around the bow.
I can't imagine that this bouncing feature works very well. I wonder how he retrieved the arrow after shooting it into the lake.

Consider that if you're shooting at ducks, you'll have to get wet to retrieve the shot ducks anyway. You just pick up the missed arrows too at the same time.

Not sure if the bloke says it, but first they used the whistling arrows to keep the prey down on the surface of water (thus allowing time to approach them), because it sounds a bit similar to the sound of predatory birds.
The whistling arrows were also used in battles to signal maneuvers and such.
